The dollars actually spent in Hawaii are relatively small. I'm trying to imagine scenarios where it makes sense for Missouri to be providing welfare benefits to residents who are out of state. I can think of a few, but all of them are short term like someone that's moved for a new job in a new state or is traveling. The real question should be about the duration of the benefits.

I find it interesting that the average price for meals is almost $31.00 each. We're not talking McDonalds meals here!
